Governance

NRTA is governed by a Board of Directors under a Joint Powers Agreement among its member counties and cities. The Board appoints the Executive Director, who manages the Authority's staff and day-to-day operations.

Voting structure

Most actions require a simple majority of voting members present, provided a quorum of five voting members is in attendance. Adoption of the Regional Transportation Plan, the annual budget, and amendments to the bylaws require the affirmative vote of at least six members. The State Department of Transportation representative participates in discussion but does not vote.

Public meetings

All meetings of the Board and its committees are open to the public and conducted in accordance with the state open meetings law. Agendas are posted at least 72 hours before regular meetings and 24 hours before special meetings, at the NRTA office and on this website.
