Our commitment
The North Ridge Transportation Authority wants everyone who uses this website to be able to find information, participate in public decisions, and do business with the Authority. Accessibility is part of how we plan, design, write, and publish content, not a separate review at the end.
Accessibility standard
Our goal is for this website to conform to the Web Content Accessibility Guidelines (WCAG) 2.1 at Level AA. WCAG 2.1 Level AA is also the technical standard adopted by the U.S. Department of Justice for web content of state and local governments under Title II of the Americans with Disabilities Act.
We describe this as a target rather than a certification. Conformance is checked regularly, as described below, and issues are fixed as they are found.
How we support accessibility
- Pages use semantic headings, landmarks, and lists so they can be navigated with assistive technology.
- All features can be used with a keyboard, and focus is always visible.
- Text and interface colors meet WCAG AA contrast ratios.
- Forms have visible labels, clear instructions, and error messages that explain how to fix the problem.
- Pages reflow for mobile devices and zoom up to 400 percent without loss of content.
- Animation is minimal and respects the reduced motion setting in your operating system.
- Meeting videos are captioned, and online meetings include live captions.
- Content editors are trained on plain language and accessible authoring.
- New pages and templates are tested with automated tools, keyboard-only navigation, and screen readers before release.
Documents and PDFs
We publish information as web pages whenever possible. When a document must be published as a PDF, such as an agenda packet or a formally adopted plan, we tag it for accessibility before posting. Every document in the Document Library shows its accessibility status:
- Accessible
- Tagged document reviewed for headings, reading order, alternative text, and table structure.
- HTML version
- Tagged document with an equivalent web page version published on this site.
- In remediation
- An accessible version is being prepared. Request a copy now and we will provide one within five business days.
- Archived
- Retained for reference and not updated. An accessible copy is provided on request within ten business days.
Some older documents, and documents created by other organizations such as consultant technical appendices or engineering plan sheets, may not be fully accessible. Large engineering drawings cannot be made fully accessible in PDF; we provide text descriptions and will walk through drawings by phone on request.
Known limitations
We are aware of the following issues and are working to resolve them:
- Archived documents. Documents published before January 2025 have not all been remediated. Accessible copies are provided within ten business days of a request.
- Active Transportation Plan (2023). Some maps lack complete text alternatives. Remediation is scheduled for completion by December 2026.
- Schematic maps. Project maps on this website are simplified diagrams. The same information is always provided in a list or table on the page.
- Third-party services. The Vendor Portal and the video meeting platform are provided by outside companies. We require vendors to provide accessibility conformance reports and report issues to them when found.

If any part of this website or any document does not work for you, we will provide the information in another way at no cost. This may include an accessible electronic file, large print, braille, audio, or a phone call with staff.

Feedback and complaints
We welcome feedback on the accessibility of this website. We acknowledge feedback within two business days and aim to resolve issues within 15 business days. If you are not satisfied with our response, you may file a complaint under the Authority's ADA grievance procedure, or with the U.S. Department of Justice.
