Accessibility Policy
Effective: July 10, 2025
1. Purpose
This policy establishes requirements to ensure that NRTA websites, electronic documents, online services, and digital meeting materials are accessible to people with disabilities, consistent with Title II of the Americans with Disabilities Act and Section 504 of the Rehabilitation Act.
2. Scope
This policy applies to all content published by NRTA on its websites and social media, electronic documents distributed to the public, online forms and applications, and software or services procured from third parties that the public uses.
3. Standard
Digital content shall conform to the Web Content Accessibility Guidelines (WCAG) 2.1, Level AA. Electronic documents shall be tagged and meet the applicable WCAG criteria. PDF documents should also follow PDF/UA practices where feasible.
4. Responsibilities
- Content owners in each department are responsible for the accessibility of content they create and must record an accessibility status for each document published.
- The Communications and Public Engagement Department maintains templates, trains staff, and reviews new page types before publication.
- The ADA and Title VI Coordinator receives accessibility requests and complaints and tracks their resolution.
- The Procurement Manager ensures that solicitations for digital products and services include accessibility requirements and request an Accessibility Conformance Report.
5. Documents
- Information should be published as HTML web pages when practical.
- PDF documents shall be checked with automated tools and a manual review of reading order, headings, alternative text, and tables before posting.
- Documents that cannot be made accessible before a legal posting deadline shall be posted with a notice and remediated within 10 business days.
- Archived content, retained only for reference and not updated, will be provided in an accessible format on request.
6. Testing and monitoring
New templates and major features shall be tested with automated tools, keyboard-only navigation, and at least one screen reader before release. The website shall be reviewed at least annually, and results summarized for the Executive Director.
7. Requests and complaints
Members of the public may request content in an alternative format or report a barrier as described in the Accessibility Statement. Requests shall be acknowledged within two business days.
8. Review
This policy shall be reviewed every three years or when applicable laws or standards change.
